40-hour HAZWOPER training is required for workers that perform activities that expose or potentially expose them to hazardous substances.<br /><br /> 40-hour HAZWOPER Training is specifically designed for workers who are involved in clean-up operations, voluntary clean-up operations, emergency response operations, and storage, disposal, or treatment of hazardous substances or uncontrolled hazardous waste sites. Topics include protection against hazardous chemicals, elimination of hazardous chemicals, safety of workers and the environment and OSHA regulations. This course covers topics included in 29 CFR 1910.120.<br />
Workers must have 40-hours of initial training before they may enter the site and OSHA typically will ask for proof of this training during "Audits". The worker may be asked to provide proof they completed 8-hour annual HAZWOPER Refresher classes to keep the certification "current".<br />

This includes any employees who are exposed or potentially exposed to hazardous substances -- including hazardous waste -- and who are engaged in one of the following operations as specified by <a href="https://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=STANDARDS&p_id=9765#1910.120(a)(1)" title="HAZWOPER Standard"> 1910.120(a)(1)(i-v)</a> and <a href="https://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=STANDARDS&p_id=10651#1926.65(a)(1)" title="HAZWOPER Standard"> 1926.65(a)(1)(i-v)</a>:</span> <br />
<ul>
<li>clean-up operations -- required by a governmental body, whether federal, state, local, or other involving hazardous substances -- that are conducted at uncontrolled hazardous waste sites;</li>
<li>corrective actions involving clean-up operations at sites covered by the <b>Resource Conservation and Recovery Act of 1976 (RCRA)</b> as amended (42 U.S.C. 6901 et seq.);</li>
<li>voluntary clean-up operations at sites recognized by federal, state, local, or other governmental body as uncontrolled hazardous waste sites;</li>
<li>operations involving hazardous wastes that are conducted at treatment, storage, and disposal facilities regulated by <b>Title 40 Code of Federal Regulations</b> Parts 264 and 265 pursuant to RCRA, or by agencies under agreement with U.S. Environmental Protection Agency to implement RCRA regulations; and</li>
<li>emergency response operations for releases of, or substantial threats of releases of, hazardous substances regardless of the location of the hazard.</li>

<strong><u>40 hour HAZWOPER Training - General Information:</u></strong>
<br />
HAZWOPER 40 hour training is required for workers that perform
activities that expose or potentially expose them to hazardous
substances.<br />
<br />
This course is specifically designed for workers who are involved in
clean-up operations, voluntary clean-up operations, emergency response
operations, and storage, disposal, or treatment of hazardous substances
or uncontrolled hazardous waste sites. Topics include protection against
hazardous chemicals, elimination of hazardous chemicals, safety of
workers and the environment and OSHA regulations. This course covers
topics included in 29 CFR 1910.120.<br />
<br />
Note: Trainees must have additional hands-on training and use of the
Personal Protective Equipment required for their jobsite(s) in
accordance with 29 CFR 1910.120.<span style="color: black; font-family: verdana,sans-serif; font-size: 9pt; line-height: 115%;"><br />
<br />
Workers must have 40 hours of initial training before they may enter the
site and OSHA typically will ask for proof of this training during
"Audits". The worker may be asked to provide proof they completed 8 hour
annual HAZWOPER Refresher classes to keep the certification "current".</span><br />

This is HAZWOPER Instructor-Led classroom training, includes Instructor presentation, videos, exercises, “mock” drills, and class discussion. This class follows the OSHA HAZWOPER Standard: 29 CFR 1910.120. HAZWOPER 40 hour training is required for workers that perform
activities that expose or potentially expose them to hazardous
substances.<br />
<br />
This course is specifically designed for workers who are involved in
clean-up operations, voluntary clean-up operations, emergency response
operations, and storage, disposal, or treatment of hazardous substances
or uncontrolled hazardous waste sites. Topics include protection against
hazardous chemicals, elimination of hazardous chemicals, safety of
workers and the environment and OSHA regulations. This course covers
topics included in 29 CFR 1910.120.<br />
<br />
Note: Trainees must have additional hands-on training and use of the
Personal Protective Equipment required for their jobsite(s) in
accordance with 29 CFR 1910.120.<span style="color: black; font-family: verdana,sans-serif; font-size: 9pt; line-height: 115%;"><br />
<br />
Workers must have 40 hours of initial training before they may enter the
site and at least three days of actual field experience under a
trained, seasoned supervisor. The three days field experience under a
trained, experienced supervisor is the responsibility of the student
employer or potential employer.</span></div>

</tbody></table><h2><span class="mw-headline" id="History">History</span></h2>In 1978, the <a href="http://en.wikipedia.org/wiki/Love_Canal" title="Love Canal"><span style="color: #0645ad;">Love Canal</span></a> disaster and <a href="http://en.wikipedia.org/wiki/Valley_of_the_Drums" title="Valley of the Drums"><span style="color: #0645ad;">Valley of the Drums</span></a><sup class="reference" id="cite_ref-0"><a href="http://en.wikipedia.org/wiki/HAZWOPER#cite_note-0"><span style="font-size: x-small;"><span style="color: #0645ad;"><span>[</span>1<span>]</span></span></span></a></sup> awakened America to the need to control and contain <a href="http://en.wikipedia.org/wiki/Hazardous_waste_in_the_United_States" title="Hazardous waste in the United States"><span style="color: #0645ad;">hazardous waste in the United States</span></a>. Two programs, <a class="mw-redirect" href="http://en.wikipedia.org/wiki/CERCLA" title="CERCLA"><span style="color: #0645ad;">CERCLA</span></a>, the Comprehensive Environmental Response, Compensation, and Liability Act, and <a class="mw-redirect" href="http://en.wikipedia.org/wiki/RCRA" title="RCRA"><span style="color: #0645ad;">RCRA</span></a>, the Resource Conservation and Recovery Act of 1976 were implemented to deal with these wastes. CERCLA, also known as the Superfund, was designed to deal with already existing waste sites while RCRA was designed to deal with newly generated wastes. Originally, the term HAZWOPER was derived from the <a href="http://en.wikipedia.org/wiki/United_States" title="United States"><span style="color: #0645ad;">United States</span></a> <a href="http://en.wikipedia.org/wiki/United_States_Department_of_Defense" title="United States Department of Defense"><span style="color: #0645ad;">Department of Defense</span></a>'s Hazardous Waste Operations (HAZWOP), implemented on military bases which were slated for clean-up operations to dispose of hazardous wastes that were left on-site after <a href="http://en.wikipedia.org/wiki/World_War_II" title="World War II"><span style="color: #0645ad;">World War II</span></a>. One such location is the <a href="http://en.wikipedia.org/wiki/Hanford_Site" title="Hanford Site"><span style="color: #0645ad;">Hanford Site</span></a>, where materials for the <a href="http://en.wikipedia.org/wiki/Manhattan_Project" title="Manhattan Project"><span style="color: #0645ad;">first nuclear bomb to be used in war</span></a> were produced. The over 500-square-mile (1,300 km<sup><span style="font-size: x-small;">2</span></sup>) site is run by the US Government and constructors such as some of the world's largest like Bechtel National, Inc. and others.<sup class="reference" id="cite_ref-1"><a href="http://en.wikipedia.org/wiki/HAZWOPER#cite_note-1"><span style="font-size: x-small;"><span style="color: #0645ad;"><span>[</span>2<span>]</span></span></span></a></sup> Mike Moore (former OSHA employee) and others who worked on the original standards with OSHA created HAZWOPER as it was based on input from <a href="http://en.wikipedia.org/wiki/Occupational_Safety_and_Health_Administration" title="Occupational Safety and Health Administration"><span style="color: #0645ad;">OSHA</span></a>, <a class="mw-redirect" href="http://en.wikipedia.org/wiki/USCG" title="USCG"><span style="color: #0645ad;">USCG</span></a>, <a class="mw-redirect" href="http://en.wikipedia.org/wiki/NIOSH" title="NIOSH"><span style="color: #0645ad;">NIOSH</span></a>, and <a href="http://en.wikipedia.org/wiki/United_States_Environmental_Protection_Agency" title="United States Environmental Protection Agency"><span style="color: #0645ad;">United States Environmental Protection Agency</span></a> (EPA). US Occupational Safety and Health administration (OSHA) <sup class="reference" id="cite_ref-5"><a href="http://en.wikipedia.org/wiki/HAZWOPER#cite_note-5"><span style="font-size: x-small;"><span style="color: #0645ad;"><span>[</span>6<span>]</span></span></span></a></sup> check interpretations search HAZWOPER their as the agency recently released an interpretation the OSHA 40 hour for clean-up workers will not suffice as a 24 hour technician level training for emergency response; in response to a letter from TRC in Indiana. However the Gulf Deepwater Horizon Oil Spill OSHA may now be making exceptions according to the Washington DC compliance division in that the forty hour persons trained in marine modules may be allowed to do the technician level work on the water and on the beaches where employee could potentially contact the oil. Site Safety and Health Officer verify marine compliance and the Site Specific Health and safety plans on chemical clean-ups or on oil spills with other agencies. A Site Safety Supervisor typically has 40 hours of HAZWOPER training unless they are required to go on freash air in the Washington then they must have 80 hours of training too.<br />
<h2><span class="mw-headline" id="Scope">Scope</span></h2>The HAZWOPER standard covers 5 specific areas of operations, including:<br />
<ol><li>Clean-up operations required by a governmental body, whether Federal, state local or other involving hazardous substances that are conducted at uncontrolled hazardous waste sites (including, but not limited to, the EPA's <a href="http://en.wikipedia.org/wiki/National_Priorities_List" title="National Priorities List"><span style="color: #0645ad;">National Priorities List</span></a> of sites (NPL), state priority site lists, sites recommended for the EPA NPL, and initial investigations of government identified sites which are conducted before the presence or absence of hazardous substances has been ascertained);</li>
<li>Corrective actions involving clean-up operations at sites covered by the Resource Conservation and Recovery Act of 1976 (<a class="mw-redirect" href="http://en.wikipedia.org/wiki/RCRA" title="RCRA"><span style="color: #0645ad;">RCRA</span></a>) as amended (42 U.S.C. 6901 et seq);</li>
<li>Voluntary clean-up operations at sites recognized by Federal, state, local or other governmental bodies as uncontrolled hazardous waste sites;</li>
<li>Operations involving hazardous waste that are conducted at treatment, storage, disposal (TSD) facilities regulated by 40 CFR Parts 264 and 265 pursuant to RCRA; or by agencies under agreement with U.S.E.P.A. to implement RCRA regulations; and</li>
<li><a class="mw-redirect" href="http://en.wikipedia.org/wiki/Emergency_response" title="Emergency response"><span style="color: #0645ad;">Emergency response</span></a> operations for releases of, or substantial threats of releases of, hazardous substances without regard to the location of the hazard.</li>
</ol>Hazardous wastes are defined by the standard as:<br />

[B] Those substances defined as hazardous wastes in 49 CFR 171.8.<sup class="reference" id="cite_ref-7"><a href="http://en.wikipedia.org/wiki/HAZWOPER#cite_note-7"><span style="font-size: x-small;"><span style="color: #0645ad;"><span>[</span>8<span>]</span></span></span></a></sup><br />
The term HAZWOPER recently has been referenced in international cleanup, mostly where U.S. military bases are still being cleaned up, or in some cases with NATO allies such as Canada, particularly when U.S. firms are involved with Hazardous Waste Operations and Emergency Response. While the OSHA standard does not apply to these operations, some of the countries involved are working on adopting similar standards to protect workers. In some cases it has proven difficult because they lack the safety infrastructure that the HAZWOPER standard is built on.<br />
<h2><span class="mw-headline" id="Levels_of_Training">Levels of Training</span></h2>OSHA recognizes several levels of training, based on the work the employee will be performing and the level of hazard they will be facing. Each level requires a different training program, and OSHA specifies topics and minimum training times.<br />
<ol><li>General site workers initially require 40 hours of instruction, 3 days of supervised hands on training, and 8 hours of refresher training annually</li>
<li>Workers limited to a specific task or workers on fully characterized sites with no hazards above acceptable levels require 24 hours of initial training, 1 day supervised hands on training, and 8 hours of refresher training annually</li>
<li>Managers and supervisors require the same level of training as the people they supervise, plus 8 additional hours of training</li>
<li>Workers who are working at a Treatment, Storage, or Disposal facility that handles RCRA wastes require 24 hours of initial training and 8 hours of refresher training annually</li>
<li>First Responder Awareness level require sufficient training to demonstrate competency in their assigned duties</li>
<li>First Responder Operations level Awareness level training plus 8 hours training</li>
<li>Hazardous Materials Technician 24 hours training plus additional training to achieve competency in several areas</li>
<li>Hazardous Materials Specialist 24 hours training at the technician level, plus additional training to achieve competency in several areas</li>
<li>On Scene Incident commander 24 hours training plus additional training to achieve competency in several areas</li>
</ol>The training is what makes HAZWOPER unique. In some instances the training levels may or may not overlap in other cases these are prohibited by OSHA because workers without specific training may be able to characterize waste unless trained to do that task.<sup class="reference" id="cite_ref-8"><a href="http://en.wikipedia.org/wiki/HAZWOPER#cite_note-8"><span style="font-size: x-small;"><span style="color: #0645ad;"><span>[</span>9<span>]</span></span></span></a></sup> The Site Safety Supervisor or Officer should be consulted and a competent industrial hygienist or other technically qualified person who is HAZWOPER trained.<br />
<h2><span class="mw-headline" id="Training_and_Certification_Sources">Training and Certification Sources</span></h2>There are many sources for OSHA compliant HAZWOPER training. Community colleges, labor unions, employers, and training companies are all good sources for training. The employer must ensure the training provider covers the areas of knowledge required by the standard and provides certification to the student that they have passed the training. The certification attaches to the student, not the employer, so it is imperative that the trainer cover all aspects of HAZWOPER operations, not just those expected at the current worksite.<br />

The U.S Government has mandated Hazwoper training for all those employees working at or visiting work sites where uncontrolled hazardous waste is routinely present. The various topics for training include the nature of the hazardous substances, the various risks associated with them, recognizing the different hazardous materials, response implementation, use and maintenance of personal protective equipments, containment and control procedures and the different processes used for decontamination. The levels of certification and training are many.<br />

Hazwoper basically stands for Hazardous Waste Operations and Emergency Response. It is a section of the Occupational Safety and Health Administration standard. These standards have been laid down in concern of the hazardous waste operations. Hazwoper sketches out the basic training requirements for all those who work with hazardous waste products or visit hazardous waste sites that might get them in contact with hazards.<br />

However, the training required by the employees depends on the level of exposure to hazards. Those people who are assigned job activities at work sites where uncontained, uncontrolled hazardous waste is present need to have the 40 hour Hazwoper certification, which proves that the trainee has had 40 hours of classroom and 3 days of field training. Apart from this, these trainees are also required to take up the 8 hour refresher training course once a year, following the 40 hour course.<br />

Those employees whose job activities are restricted to visiting a work site where hazardous substances may be present must have 24 hours of classroom training and one day of field instruction. <br />
<br />
These trainees are also required to take the annual 8 hour refresher training course. The First Responder Training Course has to be taken by those people who are responding to emergencies at hazardous work sites. Basically, this course has to be taken by firefighters, medical personnel and police officers.<br />
<br />
All employees need to take the Hazwoper training right before they enter any work site where hazardous waste substances can possibly be present. Those companies that allow untrained personnel to work at their sites may have to face heavy fines.<br />
<br />
Hazwoper training courses cover five different types of hazardous waste operations. The different areas include: clean up operations that are carried out at uncontrolled hazardous waste sites, actions at sites that are covered by the Resource Conservation and Recovery Act of 1976, voluntary clean up actions that are performed at uncontrolled hazardous waste sites, operations at sites that are regulated at Superfund sites and emergency response operations.<br />

The 40 hour training courses, 24 hour training courses as well as the 8 hour refresher training courses have practical demonstration as well as evaluation elements along with classroom training. </div>The HAZWOPER 24 hour class is required for employees visiting an Uncontrolled Hazardous Waste Operation mandated by the Government . Part-time or occasional site workers that perform activities that expose or potentially expose them to hazardous substances are required to take the 24 hour class.<br />
This class covers topics included in 29 CFR 1910.120. This class covers broad issues pertaining to the hazard recognition at work sites. OSHA has developed the HAZWOPER program to protect the workers working at hazardous sites and devised extensive regulations to ensure their safety and health. This course, while identifying different types of hazards, also suggests possible precautions and protective measures to reduce or eliminate hazards at the work place. Topics include protection against hazardous chemicals, elimination of hazardous chemicals, safety of workers and the environment and OSHA regulations. Class Cost per Student: $400.00<br />

This class is designed for general site workers who remove hazardous waste or who are exposed or potentially exposed to hazardous substances or health hazards. Topics include HAZWOPER regulations, safety and health plans, hazardous chemicals, safety hazards, air monitoring, medical surveillance, site control, decontamination, personal protective equipment, and respiratory equipment. proper respirator use for healthcare workers</strong></div><div class="blackTen">WASHINGTON. – The Occupational Safety and Health Administration recently produced a training <a href="http://www.dol.gov/dol/media/webcast/20110112-respirators/" title="January 12, 2011: Respiratory Protection for Healthcare Workers Training Video">video</a> for health care employers and workers that explains the proper use of respirators and the procedures to follow to assure that respirators protect workers from airborne hazards in healthcare settings.<br />
<br />
The 33-minute video explains the major components of a respiratory protection program including fit-testing, medical evaluations, training, and maintenance. The video also discusses the difference between respirators and surgical masks, and features a segment on common respiratory hazards found in healthcare settings, including airborne infectious agents that cause diseases such as tuberculosis, pandemic influenza, severe acute respiratory syndrome (SARS), chicken pox, and measles.<br />
<br />
Demonstrations also show how respirator use helps protect workers from exposure to airborne chemical hazards such as formaldehyde and glutaraldehyde, which are used commonly in hospital laboratories to preserve tissue samples for medical analysis. These toxic substances can cause eye and nasal irritation, headaches, asthma, and other symptoms. Additionally, formaldehyde is a carcinogen and has been linked to nasal and lung cancer, with possible links to brain cancer and leukemia.<br />
<br />
"Employers can't rely on respirators providing the expected protection if they don't train their workers on how to use them properly," said Assistant Secretary of Labor for Occupational Safety and Health Dr. David Michaels. "This video is an important training tool that teaches proper respirator use and discusses employers' responsibilities under OSHA's respiratory protection standard."<br />

The agency hopes the new regulation will cut down on thousands of special permit applications each year.<br />
<br />
The special permits incorporated into regulations have long established safety records. Like all special permits, these were used to approve processes for hazmat transport not explicitly spelled out in PHMSA regulations. Over years, the practices approved in these permits became commonplace and were proven safe.<br />
<br />
“President Obama asked us to find ways to make our government better for the people of the United States,” said U.S. Transportation Secretary Ray LaHood. “Getting rid of this cumbersome process will maintain safety and save businesses and the government both time and money.”<br />
<br />
“This rulemaking is another step in incorporating tested transportation technologies and operations from longstanding special permits into the regulations, promoting safety and streamlining our processes,” said PHMSA Administrator Cynthia Quarterman.<br />
<br />
Streamlining the hazardous materials special permit and approvals process is a major priority for PHMSA. Last year, the Department released an Action Plan to improve PHMSA’s safety oversight, processes, procedures, and policies for its hazardous materials special permits and approvals program.<br />
<br />
Listed below are the six special permits that will be incorporated into the Hazardous Materials Regulations pertaining to the shipment of certain hazardous materials in cargo tanks.<br />
<br />
Two of the special permits cover hazardous materials mounted on farm trucks used exclusively for agricultural purposes:<br />
<br />
- Liquefied petroleum gas (LPG)<br />
- Liquid soil pesticide (toxic substances)<br />
- One special permit covers the transportation of hazardous materials used for striping roads.<br />
- One special permit authorizes private motor carrier companies to transport propane tanks most commonly used for home heating and cooking.<br />
- Two special permits address nurse tanks:<br />
- The first covers the transportation of nurse tanks securely mounted on field trucks.<br />
- The second authorizes the use of the nurse tanks carrying anhydrous ammonia under certain conditions when the tanks are missing or have illegible identification plates.<br />
