According to Wikipedia:

HAZWOPER

From Wikipedia, the free encyclopedia
HAZWOPER (pronounced /ˈhæzwɒpər/) is an acronym for Hazardous Waste Operations and Emergency Response. It refers to five types of hazardous waste operations conducted in the United States under OSHA Standard 1910.120 "Hazardous Waste Operations and Emergency Response." The standard contains the safety requirements employers must meet in order to conduct these operations.

History

In 1978, the Love Canal disaster and Valley of the Drums[1] awakened America to the need to control and contain hazardous waste in the United States. Two programs, CERCLA, the Comprehensive Environmental Response, Compensation, and Liability Act, and RCRA, the Resource Conservation and Recovery Act of 1976 were implemented to deal with these wastes. CERCLA, also known as the Superfund, was designed to deal with already existing waste sites while RCRA was designed to deal with newly generated wastes. Originally, the term HAZWOPER was derived from the United States Department of Defense's Hazardous Waste Operations (HAZWOP), implemented on military bases which were slated for clean-up operations to dispose of hazardous wastes that were left on-site after World War II. One such location is the Hanford Site, where materials for the first nuclear bomb to be used in war were produced. The over 500-square-mile (1,300 km2) site is run by the US Government and constructors such as some of the world's largest like Bechtel National, Inc. and others.[2] Mike Moore (former OSHA employee) and others who worked on the original standards with OSHA created HAZWOPER as it was based on input from OSHA, USCG, NIOSH, and United States Environmental Protection Agency (EPA). In 1984 the joint agency effort published the Hazardous Waste Operations and Emergency Response Guidance Manual.[3] In 1989, OSHA promulgated the standard in 1990 March 6 as the HAZWOPER Standard, 1910.120,[4][5] Hazardous Waste Operations and Emergency Response which codified the safety and health requirements companies would have to meet in order to perform hazardous waste cleanups or to respond to emergencies.
US Occupational Safety and Health administration (OSHA) [6] check interpretations search HAZWOPER their as the agency recently released an interpretation the OSHA 40 hour for clean-up workers will not suffice as a 24 hour technician level training for emergency response; in response to a letter from TRC in Indiana. However the Gulf Deepwater Horizon Oil Spill OSHA may now be making exceptions according to the Washington DC compliance division in that the forty hour persons trained in marine modules may be allowed to do the technician level work on the water and on the beaches where employee could potentially contact the oil. Site Safety and Health Officer verify marine compliance and the Site Specific Health and safety plans on chemical clean-ups or on oil spills with other agencies. A Site Safety Supervisor typically has 40 hours of HAZWOPER training unless they are required to go on freash air in the Washington then they must have 80 hours of training too.

Scope

The HAZWOPER standard covers 5 specific areas of operations, including:
  1. Clean-up operations required by a governmental body, whether Federal, state local or other involving hazardous substances that are conducted at uncontrolled hazardous waste sites (including, but not limited to, the EPA's National Priorities List of sites (NPL), state priority site lists, sites recommended for the EPA NPL, and initial investigations of government identified sites which are conducted before the presence or absence of hazardous substances has been ascertained);
  2. Corrective actions involving clean-up operations at sites covered by the Resource Conservation and Recovery Act of 1976 (RCRA) as amended (42 U.S.C. 6901 et seq);
  3. Voluntary clean-up operations at sites recognized by Federal, state, local or other governmental bodies as uncontrolled hazardous waste sites;
  4. Operations involving hazardous waste that are conducted at treatment, storage, disposal (TSD) facilities regulated by 40 CFR Parts 264 and 265 pursuant to RCRA; or by agencies under agreement with U.S.E.P.A. to implement RCRA regulations; and
  5. Emergency response operations for releases of, or substantial threats of releases of, hazardous substances without regard to the location of the hazard.
Hazardous wastes are defined by the standard as:
[A] A waste or combination of wastes as defined in 40 CFR 261.3,[7] or
[B] Those substances defined as hazardous wastes in 49 CFR 171.8.[8]
The term HAZWOPER recently has been referenced in international cleanup, mostly where U.S. military bases are still being cleaned up, or in some cases with NATO allies such as Canada, particularly when U.S. firms are involved with Hazardous Waste Operations and Emergency Response. While the OSHA standard does not apply to these operations, some of the countries involved are working on adopting similar standards to protect workers. In some cases it has proven difficult because they lack the safety infrastructure that the HAZWOPER standard is built on.

Levels of Training

OSHA recognizes several levels of training, based on the work the employee will be performing and the level of hazard they will be facing. Each level requires a different training program, and OSHA specifies topics and minimum training times.
  1. General site workers initially require 40 hours of instruction, 3 days of supervised hands on training, and 8 hours of refresher training annually
  2. Workers limited to a specific task or workers on fully characterized sites with no hazards above acceptable levels require 24 hours of initial training, 1 day supervised hands on training, and 8 hours of refresher training annually
  3. Managers and supervisors require the same level of training as the people they supervise, plus 8 additional hours of training
  4. Workers who are working at a Treatment, Storage, or Disposal facility that handles RCRA wastes require 24 hours of initial training and 8 hours of refresher training annually
  5. First Responder Awareness level require sufficient training to demonstrate competency in their assigned duties
  6. First Responder Operations level Awareness level training plus 8 hours training
  7. Hazardous Materials Technician 24 hours training plus additional training to achieve competency in several areas
  8. Hazardous Materials Specialist 24 hours training at the technician level, plus additional training to achieve competency in several areas
  9. On Scene Incident commander 24 hours training plus additional training to achieve competency in several areas
The training is what makes HAZWOPER unique. In some instances the training levels may or may not overlap in other cases these are prohibited by OSHA because workers without specific training may be able to characterize waste unless trained to do that task.[9] The Site Safety Supervisor or Officer should be consulted and a competent industrial hygienist or other technically qualified person who is HAZWOPER trained.

Training and Certification Sources

There are many sources for OSHA compliant HAZWOPER training. Community colleges, labor unions, employers, and training companies are all good sources for training. The employer must ensure the training provider covers the areas of knowledge required by the standard and provides certification to the student that they have passed the training. The certification attaches to the student, not the employer, so it is imperative that the trainer cover all aspects of HAZWOPER operations, not just those expected at the current worksite.

Safety Helpers LLC currently holds OSHA HAZWOPER Certification classes in Colorado, Illinois, Florida, and Nationwide.

Why do I need HAZWOPER certification?

Why do I need HAZWOPER Certification?

Reasons to Get Your HAZWOPER Certification
Modern times have produced a wealth of modern problems, and as a result, America has a high demand for individuals who know how to handle hazardous waste.  Hazardous Waste Operations and Emergency Response (HAZWOPER) certification prepares you for a job where hazardous waste is regularly present.
Protect Yourself Others
There is a reason why OSHA requires HAZWOPER certification for workplaces with a great deal of hazardous waste: Properly training employees lessens the likelihood of injury.  Just as employers wouldn’t want employees operating heavy equipment or forklifts without training, they wouldn’t want employees regularly working close to hazardous waste without HAZWOPER certification.  If you are HAZWOPER certified, then your employer will be able to update you on any new hazards and you’ll be able to fully comprehend that information and use it effectively.
Qualify For New Jobs
Every year, the accidental spill of toxic waste provides clean up jobs to HAZWOPER certified individuals.  Many power plants, waste storage, and waste disposal sites need HAZWOPER certified technicians as well.  To qualify for even more jobs, seek DOT HAZMAT Transportation training, as some jobs require HAZMAT Shippers with HAZWOPER certification.
HAZWOPER Is Better Than Other Training Programs
Not only does HAZWOPER training teach you the proper way to dispose of and handle hazardous waste, it will provide you with the toxicology and chemistry behind each required technique.  As an added testament to HAZWOPER training’s quality, it meets the requirements of the National Fire Protection Association, an international nonprofit organization that reviews fire safety codes and standards.
If you’re interested in increasing your job prospects in the construction field, then seek help from the best HAZWOPER training and certification from the professionals here at Safety Helpers.  Call us at (800) 482-4319 and find out why people come from all over the country to get training and certification from us!

What is OSHA HAZWOPER Training?
The U.S Government has mandated Hazwoper training for all those employees working at or visiting work sites where uncontrolled hazardous waste is routinely present. The various topics for training include the nature of the hazardous substances, the various risks associated with them, recognizing the different hazardous materials, response implementation, use and maintenance of personal protective equipments, containment and control procedures and the different processes used for decontamination. The levels of certification and training are many.

Hazwoper basically stands for Hazardous Waste Operations and Emergency Response. It is a section of the Occupational Safety and Health Administration standard. These standards have been laid down in concern of the hazardous waste operations. Hazwoper sketches out the basic training requirements for all those who work with hazardous waste products or visit hazardous waste sites that might get them in contact with hazards.

Hazwoper certificates are required by all those workers who are employed to work in an environment where they might encounter uncontrolled hazardous waste.

All big organizations are big because of their employees. No organization can become big without efficient employees. Hence it is the moral as well as constitutional responsibility of companies to take utmost care for the safety of the employees. For this reason HAZWOPER was formed. HAZWOPER stands for Hazardous Waste Operations and Emergency Response. HAZWOPER refers to the five types of hazardous waste operations that are conducted in the United States under the OSHA Standard 1910.120.

The Business Importance Of Hazwoper Training Courses

With the recent Oil Spill at the Gulf of Mexico subdued, people have now opened their eyes to the importance of HAZWOPER Training Courses. The business importance of these courses are many.

How Do I Get Hazwoper Certified?

HAZWOPER Training Courses have become increasingly important for those of you who work in jobs that involve handling, transporting or disposing of hazardous substances. Here are a few steps to take in order to get HAZWOPER certified.

Need HAZWOPER Onsite Training? Visit http://safetyhelpers.com/Safety_On-Site_Training.html

However, the training required by the employees depends on the level of exposure to hazards. Those people who are assigned job activities at work sites where uncontained, uncontrolled hazardous waste is present need to have the 40 hour Hazwoper certification, which proves that the trainee has had 40 hours of classroom and 3 days of field training. Apart from this, these trainees are also required to take up the 8 hour refresher training course once a year, following the 40 hour course.

Those employees whose job activities are restricted to visiting a work site where hazardous substances may be present must have 24 hours of classroom training and one day of field instruction.

These trainees are also required to take the annual 8 hour refresher training course. The First Responder Training Course has to be taken by those people who are responding to emergencies at hazardous work sites. Basically, this course has to be taken by firefighters, medical personnel and police officers.

All employees need to take the Hazwoper training right before they enter any work site where hazardous waste substances can possibly be present. Those companies that allow untrained personnel to work at their sites may have to face heavy fines.

Hazwoper training courses cover five different types of hazardous waste operations. The different areas include: clean up operations that are carried out at uncontrolled hazardous waste sites, actions at sites that are covered by the Resource Conservation and Recovery Act of 1976, voluntary clean up actions that are performed at uncontrolled hazardous waste sites, operations at sites that are regulated at Superfund sites and emergency response operations.

The 40 hour training courses, 24 hour training courses as well as the 8 hour refresher training courses have practical demonstration as well as evaluation elements along with classroom training. The classroom section of the 40 hour and 24 hour training courses is offered as hands on training where you actually attend physical classes and online training.

OSHA Releases Respiratory Protection Video: Proper Respirator Use for Healthcare Workers

OSHA respiratory protection video discusses
proper respirator use for healthcare workers
WASHINGTON. – The Occupational Safety and Health Administration recently produced a training video for health care employers and workers that explains the proper use of respirators and the procedures to follow to assure that respirators protect workers from airborne hazards in healthcare settings.

The 33-minute video explains the major components of a respiratory protection program including fit-testing, medical evaluations, training, and maintenance. The video also discusses the difference between respirators and surgical masks, and features a segment on common respiratory hazards found in healthcare settings, including airborne infectious agents that cause diseases such as tuberculosis, pandemic influenza, severe acute respiratory syndrome (SARS), chicken pox, and measles.

Demonstrations also show how respirator use helps protect workers from exposure to airborne chemical hazards such as formaldehyde and glutaraldehyde, which are used commonly in hospital laboratories to preserve tissue samples for medical analysis. These toxic substances can cause eye and nasal irritation, headaches, asthma, and other symptoms. Additionally, formaldehyde is a carcinogen and has been linked to nasal and lung cancer, with possible links to brain cancer and leukemia.

"Employers can't rely on respirators providing the expected protection if they don't train their workers on how to use them properly," said Assistant Secretary of Labor for Occupational Safety and Health Dr. David Michaels. "This video is an important training tool that teaches proper respirator use and discusses employers' responsibilities under OSHA's respiratory protection standard."

Visit OSHA's Safety and Health Topics: Respiratory Protection page for more respirator safety and health information.

Under the Occupational Safety and Health Act of 1970, employers are responsible for providing safe and healthful workplaces for their employees. OSHA's role is to assure these conditions for America's working men and women by setting and enforcing standards, and providing training, education and assistance. DOT Converts HAZMAT Transportation Permits into Federal Regulations

DOT Converts HAZMAT Transportation Permits into Federal Regulations

“This rulemaking is another step in incorporating tested transportation technologies and operations from longstanding special permits into the regulations, promoting safety and streamlining our processes,” said PHMSA Administrator Cynthia Quarterman.
The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) recently announced its efforts to improve the safe transport of hazardous materials by incorporating the provisions of six widely used cargo tank special permits into Federal Hazardous Materials regulations. The agency hopes the new regulation will cut down on thousands of special permit applications each year.

The special permits incorporated into regulations have long established safety records. Like all special permits, these were used to approve processes for hazmat transport not explicitly spelled out in PHMSA regulations. Over years, the practices approved in these permits became commonplace and were proven safe.

“President Obama asked us to find ways to make our government better for the people of the United States,” said U.S. Transportation Secretary Ray LaHood. “Getting rid of this cumbersome process will maintain safety and save businesses and the government both time and money.”

“This rulemaking is another step in incorporating tested transportation technologies and operations from longstanding special permits into the regulations, promoting safety and streamlining our processes,” said PHMSA Administrator Cynthia Quarterman.

Streamlining the hazardous materials special permit and approvals process is a major priority for PHMSA. Last year, the Department released an Action Plan to improve PHMSA’s safety oversight, processes, procedures, and policies for its hazardous materials special permits and approvals program.

Listed below are the six special permits that will be incorporated into the Hazardous Materials Regulations pertaining to the shipment of certain hazardous materials in cargo tanks.

Two of the special permits cover hazardous materials mounted on farm trucks used exclusively for agricultural purposes:

- Liquefied petroleum gas (LPG)
- Liquid soil pesticide (toxic substances)
- One special permit covers the transportation of hazardous materials used for striping roads.
- One special permit authorizes private motor carrier companies to transport propane tanks most commonly used for home heating and cooking.
- Two special permits address nurse tanks:
- The first covers the transportation of nurse tanks securely mounted on field trucks.
- The second authorizes the use of the nurse tanks carrying anhydrous ammonia under certain conditions when the tanks are missing or have illegible identification plates.
- The final rule is available on PHMSA’s website at http://www.phmsa.dot.gov/.

Building Safety within your Company with HAZWOPER Training

Building Safety within your Company with HAZWOPER Training
posted by SafetyHelpers.com

February 2, 2011

Safety at the workplace is a must. A good safety culture in any company should ideally be a set of rules and regulations that discuss topics such as the day-to-day activities carried out and how accidents can occur and how they can be handled. However, it is more than just a set of stringent rules that are handed out in the form of employee handbooks. It is a system; a system that has the ability to change the attitude of the employers towards their employees and the way that the employees view and respond to different situations at the workplace.

Companies that implement a good safety culture that goes beyond just attempting to comply with the HAZWOPER standards have noticed that they experience fewer accidents at the workplace. Their work environment, on the whole, is less dangerous. The employees will not only feel safer but they will also be more aware of their role as a team.

However, there are more practical reasons to having a good safety culture knitted into your organization. Workers that meet with accidents at the workplace can cost you a lot of money. The costs for clean up, the time lost in injuries and the increased insurance rates and lawsuits can add up to the millions in terms of dollars. It is a known fact that employees who feel unsafe are generally insecure and low on morale, which is directly proportional to low productivity.

Most organizations tend to use the wrong approach. They send employees for HAZWOPER training courses and try to build the safety culture after that. If any changes need to be felt, it has to start from the top levels. The top executives must implement all the policies and attitudes for the rest of the company. Once the top level management have become a part of the plan, the rest of the team will automatically follow.

Safety training is critical to any organization, as employees and managers both can benefit from the trainings by learning how to respond to any emergency. So, get started with putting your employees in the best position for a good and safe organization. With the combination of interactive online sessions and specific hand-on training, your employees will learn more about avoiding injuries and protecting your company from future problems.
